Full-Cycle Parcel Management using Best of Breed Practices

Airdrie is a rapidly growing city. This growth, among the fastest in Canada, has brought a multitude of both opportunities and challenges. From a geomatic perspective, decision support tools must be provided to urban managers utilizing core datasets that are both timely and accurate. Ultimately these business practices must occur within the parameters of finite budgetary and personnel resources, data privacy regulations, demanding timelines and data integrity responsibilities.

The objective of the session is to describe how the City of Airdrie utilizes best-of-breed management practices in addressing source-to-user parcel data management. Through this approach the City has been able to dramatically reduce the time and resources required to integrate CAD based parcel data into an enterprise GIS system which is ultimately distributed via web geo-portals. This full-cycle system was created utilizing positive relationships formed with data providers and application developers to ensure the longevity of the system. Finally, the assemblage of a GIS team capable of leveraging geo-processing models, enterprise databases, web-based mapping applications and other tools that allows the City to maintain and evolve the system as needed.

The full-cycle parcel management system at the present time is a fully functional government-to-government decision support application that also serves as a limited government-to-citizen application that will eventually be deployed in a government-to-business support role. "

Speaker Biography

Colin Lynch

Colin Lynch has a B. Sc. degree in Urban and Environmental Studies and Physical Geography from Brock University, complimented by an Advanced Diploma of Geographic Information Systems from the College of New Caledonia. His more than six years as a GIS practitioner includes domestic GIS experience in the resource management sector and municipal planning as well as GIS planning internationally. As a GIS Specialist at the City of Airdrie Colin specializes in geoprocessing models and web application development in support of parcel and infrastructure management.
